City of Early City Council to Meet Tuesday – Agenda Posted

Brownwood News – The City of Early City Council has a regularly scheduled meeting at 6:00 pm Tuesday, March 10, at City Hall.  The agenda is below.

A. Call to order, Invocation, Pledge of Allegiance
B. Consideration of the minutes for regular meeting held on February 11, 2020.
C. Citizen’s comments.

D. Matters of New Business

1. Consider adopting an ordinance, 2020-04, cancelling the General Election for May 2, 2020
and declaring the unopposed candidates elected. By: Mayor Bob Mangrum
2. Review and consider for approval the City of Early Investment Policy & Strategy as
adopted by Ordinance 2005-21, December 13, 2005. By: Tony Aaron
3. Consider approval of Resolution 2020-R04, authorizing continued participation with
the Steering Committee of cities served by Oncor, and authorizing payment to fund
regulatory and related activities related to Oncor. By: Tony Aaron
4. Consider awarding bid proposals for the following projects: By Larry McConn
a. RFP2020-01 – Road Materials
b. RFP2020-02 – Road Materials (oil)
c. RFP2020-03 – Water & Sewer construction and repair materials
5. Consider approving variance to City Ordinance Code Section 23-71(10c) requested
to locate a retail store selling new and used items at 950 Early Blvd. By: Larry McConn
6. Consider approving a variance to allow a second main structure on property located
at 410 Skyview. By: Larry McConn
7. Consider approving Ordinance, 2020-05, for Special Use Permit to place a modular
home on the property located at 410 Skyview. By: Larry McConn
8. Consider approving a variance to place a manufactured house on a R-1 zoning
designated property located at 410 Skyview. By: Larry McConn
9. Presentation by Kendig Keast Collaborative regarding Unified Development Code
proposal.
10. Consider approval to enter into an agreement with Kendig Keast Collaborative to develop,
build and implement a Unified Development Code. By: Tony Aaron
11. Consider approval to enter into an agreement with EncodePlus, LLC to implement the
software application for the Unified Development Code. By: Tony Aaron

E. Executive Session in accordance with the provisions of Chapter 551, Texas
Government Code:
1. Section 551.072, Deliberation regarding Real Property
2. Section 551.087, Deliberation regarding Economic Development

F. Reconvene into Open Session and consider action, if any, on items discussed in
executive session.
1. Consider approval to sale and/or trade City owned property, YRMA C. Jones
Subdivision, Block A, for the purpose of right-of-way expansion.
