The Brownwood ISD (BISD) Board of Trustees met for a regular session meeting on Monday, November 13, 2023, at 6:30 p.m. The session was called to order by Board President Michael Cloy who also led the invocation. Students Benjamin Wood (President of the Builders Club), Blake Locker (President of NJHS), and Noah Baxley (President of Student Council) led the Pledge of Allegiance.
INSTRUCTIONAL FOCUS
BISD Deputy Superintendent, Liesa Land, provided brief explanations of the acronyms RTI (Response to Interventionist), and IC (Intructional Coach). BISD employs four RTI staff members who work directly with students who need extra help. Land noted that sometimes these staff may “push in” which means they work with students and teachers inside the classroom, while others might be set to “pull out” students from the classroom to provide services. BISD also employes four ICs that work directly with teachers supporting lesson planning, goals, professional development and more for PK-2 nd Reading, 3rd -5 th Reading, PK-2 nd Math/Science, and 3rd -5 th Math/Science. Land expressed her gratitude for all the district’s RTI and IC staff and the work they do supporting our teachers and students.

BISD SPOTLIGHT TEACHERS AND STAFF
The Brownwood ISD Spotlight recognizes members of the BISD faculty and staff who go the extra mile to ensure excellence in education for all our students. Spotlight recipients are chosen from peer nominations. November 2023 honorees were Brownwood High School PE Teacher and Head Tennis Coach Crystal Blazek and East Elementary Digital Media Specialist Dusty Wilson. SUPERINTENDENT’S REPORT
Dr. Joe Young provided the following updates on 2023 Bond projects and upcoming events:
SAFETY AND SECURITY:
• Cameras installed, intercom system being worked on.
• Campus maps and evacuation maps in progress.
• New radios for Guardians and campus personnel delivered.
• Panic buttons and new intercom speakers to be installed.
FACILITY UPGRADES:
• 769 new Maroon seats for Coggin Auditorium. Additional ADA work in the auditorium includes ramps and entrance enhancements.
• New gymnasium floors at elementary schools to be installed over Christmas break.
BHS TENNIS COURTS:
• Tennis court project underway with new bleachers, awnings, lights, courts, nets, and fence.
• Concession storage renovation ongoing.
MULTI-PURPOSE STUDENT ACTIVITIES CENTER:
• Design costs came in under budget.
• Dirt work to start soon.
GORDON WOOD STADIUM:
• Stadium renovation design meetings started
• Track and turf replacement planned for after track season/Blue Bonnet Relays
• Full renovations to begin in 2024.
BASEBALL AND SOFTBALL FACILITIES:
• Drainage study underway for parking lot placement; new parking area planned before the upcoming season.
• Bleacher project initiation after company walkthrough.
BHS & BMS LOCKER ROOMS:
• Locker room and gym renovations at high school and middle school is in planning stages.
UPCOMING EVENTS:
• Board member meal on December 11th at 5:30, provided by high school Culinary Arts with entertainment by BHS Choir.
• No school November 20-24 for Thanksgiving Holiday.
DISCUSSION & ACTION ITEMS
DEPARTMENTAL REPORTS
• Technology Report: A technology report was provided to the Board that gave an overview of the technology within Brownwood ISD as well as an update on technology projects that are taking place in the district. Dr. Young noted that the Technology Department, led by Jimmy Fisher, currently provides support for more than 5600 computing devices in addition to over 1000 other devices. The report also detailed updates in online testing, new district safety and security hardware installations, cyber-security network traffic monitoring, technology staff changes, and additional current and upcoming projects.
• School Safety Report: The report listed 2023 Bond Safety and Security projects including 200 new cameras, intercom system, door card access systems, radios, and new emergency maps for all BISD campuses. Also noted were additional safety measures relating to the School Safety Standards Formula Grant (elementary fencing, Knox Box Vaults, glass security film). Ongoing safety and security measures included meetings of the BISD Safety and Security Committee, exterior door audits, the use of the STOPit anonymous reporting system on all campuses, and Reunification Plan trainings. The report also detailed the recently implemented BISD Campus Guardian Plan which employs six full-time Campus Guardians and includes eleven Guardian Team Members.
• Gifted & Talented Report: The Gifted & Talented program provided a report that included the number of students in the program at each grade level and campus. The report also noted additional program resources, new initiatives, and goals for the program. A total of 111 K-6 students and 142 BMS/BHS students are involved in the program. A parent orientation was held on October 17, with around 60 in attendance. It was noted that the annual Gifted and Talented Showcase is scheduled for April 1 and 2, 2024.
• Teacher Incentive Allotment Report: The Teacher Incentive Allotment (TIA) is state funding given to districts for the purpose of teacher performance-based compensation. A revised system has been submitted to Texas Tech/TEA for validation. Teachers designated with the system originally developed and posted will be compensated $3000.00 locally. If the revised system validates, designated teachers will receive the remainder of the state compensation in August 2024. The system has the potential to provide BISD with an additional $293,781.00 in state funding for qualified teachers.
FIRST READING: TASB INITIATED POLICY UPDATE 122
This update includes policy recommendations to address legislative changes of approximately 110 legal policies in addition to local policies and topics including Cybersecurity, Safety And Security, Employment Practices, Personnel Positions, Curriculum Design (Special Programs), Compensatory Services And Intensive Programs (Special Programs & Accelerated Instruction), Class Ranking, Compulsory Attendance, Medical Treatment, Crisis Intervention, and Student Records. Additional details are available in the Board Book published on the Brownwood ISD website (https://www.brownwoodisd.org/boardbook). The update was presented as a first reading only, with no action on the item scheduled until next month.
CONSENT AGENDA
The following items were listed for consideration on the Consent Agenda. 1. October 16, 2023 Board Meeting Minutes BISD Trustee Eric Evans moved that the Consent Agenda be approved as presented, with BISD Trustee Roderick Jones seconding the motion. The motion was unanimously approved.
