The Brownwood ISD (BISD) Board of Trustees met for a regular session meeting on Monday, May 8, 2023 at 6:30 p.m. The session was called to order by Board President, Michael Cloy. First Methodist Church Youth Minister Alex Bingham gave the invocation. Northwest Elementary students Hannah Mays, Sawyer Simpson, Rexton Thompkins, Adaline Ellett, and Brynlee Windham led the Pledge of Allegiance.
STUDENT PERFORMANCE
Northwest Elementary students performed “The Greatest School” followed by a handbell performance of Pachelbel’s Canon. Performances were led by music teacher, Lauren Mays.
INSTRUCTIONAL FOCUS
BISD Deputy Superintendent, Ms. Liesa Land highlighted the work and accomplishments of BISD Instructional Coaches who provide support for teachers in lesson planning, finding resources, analyzing data, and more. Noted accomplishments for this year included work and support with BISD teachers, staff, and principals on Project Neighborhood, the Teacher Incentive Allotment, STAAR 2.0 implementation and online assessments, Rockin’ Review lesson plans, Additional Day School Year (ADSY) summer lesson planning and curriculum resources, and end-of-year professional development and staffing.

SUPERINTENDENT’S REPORT
Dr. Young provided brief updates on the following topics:
• The Board will meet at noon on May 16, 2023, to canvas the recent bond election results. Dr. Young expressed his gratitude to voters and everyone involved in this historic opportunity for our students and district.
• As progress is made on bond projects, updates will continue to be published on https://www.brownwoodisdbond.com
• STAAR testing is underway. The four-week long process will be completed following the math portion happening this week.
• Budget meetings with department directors and administrators have been completed as work continues on finalizing the recommended budget for the 2023-2024 school year.

DEPARTMENTAL REPORTS
Special Populations: A Special Populations Program Overview was provided by BISD Special Populations Director Rebecca Faulkner. The number of students currently within Special Populations categories include 562 under Special Education (SPED), 289 under Section 504, and 256 in the Dyslexia Program. Additional data included trends in Special Education, a breakdown of special populations students per campus, and descriptions highlighting the duties and importance of the staff positions of SPED Instructional Facilitator and Lead Dyslexia Therapist/Diagnostician.
FIRST READING: TASB INITIATED POLICY UPDATE
120 This update included TASB localized policy manual updates including revisions on four LOCAL policies. Details are available in the Board Book published on the Brownwood ISD website (https://www.brownwoodisd.org/boardbook). The update was presented as a first reading only, with no action on the item scheduled until next month.
CONSIDER APPROVAL OF CUSTODIAL CONTRACT
BISD advertised a Request for Proposal (RFP) for janitorial services on March 10, 2023. All bids were opened on April 6, 2023, at Brownwood ISD and Draco’s Janitorial Services was selected for recommendation to the Board based on bid scoring criteria. BISD Trustee Eric Evans made a motion to approve the BHS janitorial contract to Draco’s Janitorial Services for the 2023-2024 school year. BISD Trustee Roderick Jones seconded the motion. The motion passed unanimously.
CONSIDER APPROVAL OF TEACHER SALARY RECOMMENDATIONS FOR 2023-2024
An increase in salary for teachers of approximately three percent of their total compensation (including retention incentives) was recommended to the Board. In addition, BISD will continue to fully fund employee-only TRS-ActiveCare 1-HD coverage. BISD Trustee Codie Smith made a motion to approve the presented Teacher Salary Schedule for 2023-2024, along with the teacher incentives included. BISD Trustee Amary Doremus seconded the motion. The motion passed unanimously.

Trustee Doremus moved that the Consent Agenda be approved as presented, with Trustee Evans seconding the motion. The motion was unanimously approved.
EXECUTIVE SESSION
The Board entered executive session at 7:43 p.m. to discuss personnel, security, and property matters. The Board exited the executive session at 8:29 p.m. and returned to regular session.
