The Brownwood ISD (BISD) Board of Trustees met for a regular session meeting on Monday, April 14, 2025 at 6:30 p.m. The session was called to order by Board President Michael Cloy, who also gave the invocation. Northwest Elementary Student Council President Luke Moody and Vice President Maks Mills led the Pledge of Allegiance.
STUDENT PERFORMANCE

Under the direction of Music Teacher Lauren Mays, Northwest Elementary Handbell Choir performed Trepak by Tchaikovsky and How Far I’ll Go from Moana with soloist Hannah Mays.
INSTRUCTIONAL FOCUS & RECOGNITIONS

BISD Deputy Superintendent Liesa Land introduced recognitions of the Superintendent’s Student Advisory Cabinet (SSAC) members along with the teachers they selected as having the most significant and lasting impact on their lives. Every year, campuses provide two names of students from grades six through twelve to serve on the cabinet. These students meet with BISD Superintendents once a month over lunch and discuss a variety of topics to gather valuable firsthand input from a student’s perspective. The students were asked to provide the name of a favorite teacher who had the most impact on them during their education at BISD. Dr. Young congratulated the students and their chosen teacher and presented each of them with a certificate recognizing their contributions

EXECUTIVE SESSION
The board moved into executive session at 6:51 p.m. to discuss personnel and security matters. They returned to open session at 7:04 p.m. No additional action was taken.
SUPERINTENDENT’S REPORT
BISD Superintendent Dr. Joe Young provided the following information and updates:
2023 Bond Projects Update
• Multi-Purpose Student Activity Center exterior is nearing completion and indoor construction is ongoing with turf installation coming soon. The project is on schedule for the building to be ready for use in August.
• Gordon Wood Stadium renovations are continuing with the new concessions building roof installed and exterior improvements to the visitor’s press box being made.
• The Baseball and Softball complex is about 90% complete. The new parking lot has been striped and 257 spaces are now available for parking during games.
• The BMS locker room renovation is nearing completion and is on track to be one of the most improved areas, going from “not respectable at all” to extremely functional for students.
• Additional cameras are being installed to cover known gaps and improve safety and security.
• Elementary gym floors are being replaced at no cost to the district beginning on June 10th.
DISCUSSION & ACTION ITEMS
DEPARTMENTAL REPORTS
RDA Framework Report: RDA (Results Driven Accountability) is a local education agency (LEA) level, data-driven monitoring framework implemented annually and consists of indicators for three program areas: Bilingual Education/English as a Second Language /Emergent Bilingual (BE/ESL/EB), Other Special Populations (OSP), and Special Education (SPED). The report included a breakdown of BISD’s Results Driven Accountability with performance levels scored based on cut rates determined by TEA.
Summer School Plans: Enrollment is now open for Roar on the Shore, BISD’s summer learning program for current Brownwood PK-5th grade students. The no-cost program will run from 8 a.m. to 11:30 a.m., Monday through Thursday, June 9-26. Breakfast, lunch, and transportation are also included for participating students. Additional summer school opportunities will be available for students in grades 6-8 at BMS (June 9-26), and BHS students at the high school (Credit Recovery, June 9- 16).
Quarterly Financial Report: A Quarterly Financial Report (2nd Quarter, 2024-25) and a Tax Assessor-Collector report for February 2025 were provided for the Board to review.
CONSIDER APPROVAL OF TEACHER TERM AND PROBATIONARY CONTRACTS FOR 2025-2026
Trustee Posey made a motion to approve the Term and Probationary Contracts for teachers to be employed during the 2025-2026 school year, as presented. BISD Trustee Roderick Jones seconded the motion. The motion passed unanimously.

Trustee Thompson moved that the Consent Agenda be approved as presented. Trustee Posey seconded the motion. The motion was unanimously approved.
