At Monday’s meeting of the Brown County Commissioners Court, two resolutions were approved in recognition of the Brown County 4-H Club and domestic violence awareness.
Four members of the Brown County 4-H Club attended (see feature photograph above) and requested approval of a proclamation which declares October 6 – 12 as National 4-H Week in Texas. They also brought a plate of homemade snacks for the Commissioners.
Also Brenda Butler from the local The Ark Domestic Violence and Sexual Assault Shelter requested approval of a proclamation which declares October 2024 as Domestic Violence Awareness Month. The Ark will host a candlelight vigil for awareness of domestic violence on October 16 at 6:00 p.m. in the Grace Chapel of Howard Payne University. Both proclamations were approved and are presented below.
County Attorney Jennifer Broughton presented an addendum and clarification to the Brown County Plat Regulations. Currently the County Surveyor approves all real estate plats filed in the Brown County Clerk’s office. The Cities of Brownwood and Early have argued that plats from within their city limits have already been reviewed and approved by their City Hall staffs, and the second review by the County Surveyor is not necessary. The second review, in their view, adds cost and time to the final filing with the County Clerk, often delaying a construction project. The addendum presented by Broughton would change the County rules on plats by requiring County Surveyor review of plats in unincorporated areas of the County, but not for plats within the city limits of Brownwood and Early. Commissioners approved the proposal.
In other business, Commissioners agreed to keep off a burn ban for the present time.
2024 NATIONAL 4-H WEEK PROCLAMATION
Whereas, the Brown County Commissioners Court is proud to honor the Texas 4-H Youth Development Program of the Texas A&M AgriLife Extension Service for 116 years of providing experience-based education to youth throughout the Lone Star State; and
Whereas, this admirable program, which seeks to provide a learning experience for all youth through their head, heart, hands, and health, helps young Texans to acquire knowledge, develop life skills, and form attitudes to enable them to become self-directed, productive, and contributing members of our society; and
Whereas, the program’s more than 550,000 urban, suburban, and rural youth participants, ranging in age from eight to eighteen, come from diverse ethnic and socioeconomic backgrounds and truly represent a cross-section of the state; and
Whereas, the program undoubtedly could not have achieved the success that it has today were it not for the service of its more than 30,000 volunteers, who have given generously of their time, talents, energies, and resources to the youth of Texas; and
Whereas, throughout its proud history, the 4-H program has developed positive role models for countless Texans through its innovative and inspiring programs, and continues to build character and instill the values that have made our state strong. Now, therefore, be it
Resolved, the Brown County Commissioners Court hereby designate October 6-12, 2024, as National 4-H Week in Texas, and commend the 4-H Youth Development Program of the Texas A&M AgriLife Extension Service and the many men and women who have made the program a success.
DOMESTIC VIOLENCE AWARENESS MONTH PROCLAMATION
Whereas, the crime of domestic violence violates and individual’s privacy and dignity, security and humanity, due to systematic use of physical, emotional, sexual, psychological and economical control and/or abuse including abuse to children and the elderly; and

Whereas, the impact of domestic violence is wide ranging, directly affecting individuals and society as a whole, here in this community, throughout the United States and the world; and
Whereas, it is survivors of domestic violence themselves who have been in the forefront of efforts to bring peace and equality to the home;
Now therefore, in recognition of the important work done by the ARK Domestic Violence Shelter, Inc., I do hereby proclaim the month of October 2024 as
“Domestic Violence Awareness Month”
in Brown County and urge all citizens to actively participate in the scheduled activities and programs to work toward improving victim safety and holding perpetrators of domestic abuse accountable for their actions against individual victims and our society as a whole.

BROWN COUNTY BOARD OF COMMISSIONERS.
