The Brownwood ISD (BISD) Board of Trustees met for a regular session meeting on Monday, December 12, 2022 at 6:30 p.m. The session was called to order by Board President Michael Cloy who also gave the invocation. The Pledge of Allegiance was led by the Brownwood High School (BHS) A Capella Choir.
STUDENT PERFORMANCE
BHS A Capella Choir performed Carol of the Bells under the direction of Choir teacher Jennifer Reeves.
INSTRUCTIONAL FOCUS
BISD Deputy Superintendent, Liesa Land, provided a brief update regarding semester exams, end-of-course (EOC) re-tests, and the recent STAAR redesign. Students are taking assessments as this semester comes to an end. EOC re-tests were administered last week with 68 English I, 52 English II, 21 Biology, 9 U.S. History, and 42 Algebra I students completing the exams. Land was eager to get the results as they will be a good indicator for new innovations and approaches that the district is utilizing to help students improve. Land noted that STAAR test redesign information that was discussed at the last Board meeting is published online for parents and students to view (https://www.brownwoodisd.org/STAARredesign).

BISD Spotlight Teachers and Staff
The Brownwood ISD Spotlight recognizes members of the BISD faculty and staff who go the extra mile to ensure excellence in education for all our students. Spotlight recipients are chosen from peer nominations. December 2022 honorees were Woodland Heights Elementary Special Education teacher Robin Smith and BHS Kitchen Manager Rebecca Cornelius. BISD Holiday Card Design Winners
BHS senior Emma Carroll, and Coggin Elementary sixth-grade student Emma Edmonds were recognized for their holiday card contest designs. Their artwork was selected as the winning entries (one elementary and one secondary) to be featured on 2022 Brownwood ISD Holiday Greeting Cards. Varsity Football – District 2-4A Division 1 Champions
The Brownwood Lions Varsity Football team was recognized as the District 2-4A Division 1 Champions. BISD Athletic Director and Head Football Coach Sammy Burnett was also recognized as the 2022 District 2-4A Division 1 Coach of the Year. Individual academic achievements and accolades were announced and honored for each player. Team members are pictured below with Coach Burnett and BISD Trustee Diane Thompson.

SUPERINTENDENT’S REPORT
Updates were provided on the following safety and security topics:
• Door control access equipment for Northwest Elementary is on back order. New security cameras are ready to be purchased and shipped following Board approval.
• BISD is working on a comprehensive list of what will need to be done in relation to updated TEA requirements regarding safety and security. The information will be submitted to TEA and will be used to assess any funding that would be provided to schools.
DISCUSSION & ACTION ITEMS
CANVASS OF NOVEMBER 8, 2022 ELECTION
Cumulative results from the November 8, 2022 election were canvassed showing Justin Posey winning 53.11% of the vote for Brownwood Independent School District Council Member, Place 7. BISD Trustee Eric Evans moved to approve the canvass of the November 8, 2022 election as presented. Trustee Thompson seconded the motion. The motion was unanimously approved.
ADMINISTRATION OF OATH OF OFFICE TO NEW AND RE-ELECTED BOARD MEMBERS
The Oath of Office was administered to new and re-elected Board members. Trustees Michael Cloy (Place One), Roderick Jones, Sr. (Place Three), and Amary Doremus (Place Six) ran unopposed for the November 8, 2022 election. Justin Posey (Place 7) was newly elected. Michael Cloy, Board President certified their election/re-election, effective December 12, 2022 per state election law. The December 12, 2022 board meeting was the first opportunity since that date to administer the oath of office to the newly elected and re-elected board members.
EXECUTIVE SESSION
The board moved into executive session at 6:50 p.m. to discuss personnel matters, reorganization of the Board, and the Superintendent Evaluation review. They returned to open session at 7:33 p.m.
REORGANIZATION OF THE BOARD (ELECTION OF OFFICERS)
At the first meeting after each election, the members of the Board organize by selecting a president, secretary, and any other such officers and committees as the Board may deem necessary. Trustee Evans moved that the Board keep the existing officer structure as previously held (Michael Cloy-President, Roderick Jones Sr.-Vice President, and Diane ThompsonSecretary). Trustee Jones seconded the motion. The motion was unanimously approved.
DEPARTMENTAL REPORTS
* Career and Technical Education (CTE) Report: Information regarding CTE goals, benefits, and details regarding CTE offerings was provided. BISD CTE programs prepare students to be successful in a rapidly changing workforce and equip them to make informed decisions about future college and career pathways. CTE students are given opportunities to earn a growing number of valued industry certifications and develop a multitude of skills while experiencing a rigorous curriculum with real world opportunities. Courses are currently offered in the following CTE categories: Audio/Visual, Business and Finance, Computer Science, Education/Career Prep, Health Science, Photo/Graphic Design, Anatomy/Pathology/Principals of Technology, Forensic Science, Welding, Automotive, Agriculture, Architecture, Culinary, Lifetime Nutrition, and Professional Communications. *Maintenance & Operations Report: A detailed report was provided listing the facility projects and upgrades initiated and completed by the BISD Maintenance Department. The list included a wide range of work at all campuses, from the installation of new playground equipment at the elementary schools to construction, HVAC and other improvement projects throughout the district.
PUBLIC HEARING OF FIRST REPORT
The state’s school financial accountability rating system, known as the Financial Integrity Rating System of Texas (FIRST), ensures that Texas public schools are held accountable for the quality of their financial management practices. A motion was made by Trustee Evans to enter into the Public Hearing on the FIRST Financial Report. The motion was seconded by Trustee Doremus, and the motion passed unanimously. BISD received a Meets Standard Achievement rating. The rating is based on school year 2020- 2021 data. The district score was 79 out of a possible 100. It was noted that an issue from two years ago, which has since been corrected, should allow for a better rating on the next report. With no additional public comments or discussion, the public hearing adjourned and the meeting returned to regular session.

Trustee Smith moved that the Consent Agenda be approved as presented, with Trustee Thompson seconding the motion. The motion was unanimously approved.
