The Brownwood Police Department issued the following press releases Monday morning:
On Thursday, December 1, 2022, at approximately 6:00pm, Corporal Kris Salazar was off duty and assisting his family with setting up a parade float for the Christmas parade.
While in the parade lineup area, Cpl Salazar observed a male standing beside the bed of an adjacent pickup. The male dropped a beer can into the bed of the pickup, then commented to Cpl Salazar, “You didn’t see that.” This male then began prepping the pickup and trailer he was going to pull in the parade.
Cpl Salazar continued to monitor the male and noticed his bloodshot and glossy eyes and unsteady balance. Several other parents also noticed this man’s behavior and odor of alcohol coming from him and, knowing Cpl Salazar is an officer, approached him with their concerns. Several concerns were heightened when the male climbed into the driver’s seat of the vehicle in preparation of pulling the float in the parade.
Due to these concerns, Cpl Salazar contacted an on-duty officer on parade detail, Officer Grady Vazquez, to assist in contacting the male to ensure the safety of the float occupants and public. The male was identified as 39yr old Brian Dale Mitchell of Brownwood. Mr Mitchell admitted to having consumed several cans of beer but denied being intoxicated. He further claimed to only sitting in the driver’s seat to stay warm.
Officer Austin Carlisle was also contacted, and he arrived to administer the standardized field sobriety tests which were failed. Mr Mitchell was arrested for Driving While Intoxicated w/a Child Passenger and transported to the Hendricks Hospital for a blood draw.
Mr Mitchell remained in the care of the hospital due to a medical condition, so a warrant was sought for his arrest. The warrant was granted and on Monday, December 5, 2022, at approximately 8:00am, Mr Mitchell was arrested at his home without incident.

On Friday, December 2, 2022, at approximately 4:00pm, Brownwood first responders were dispatched to the 2400blk of Crockett Dr regarding a report of a vehicle vs pedestrian accident. At the conclusion of this investigation, 40yr old Randy Earl Jones of Brownwood was arrested for Intoxicated Assault w/a Vehicle.
Sergeant Jesse Mares and Corporal Kris Salazar arrived in the area and located the female victim and male suspect. The male was identified as Mr Jones, and his wife was identified as the victim. While speaking with Mr Jones, officers detected an odor of an alcoholic beverage emitting from him. Other indications of intoxication were also noted.
Mr Jones explained that he was at a friend’s residence drinking beer with him when he overlooked at text from his wife. The text indicated that she was now off work and needed picked up. When additional texts came, Mr Jones arrived and picked up his wife. The wife was upset at having to wait for the ride, so an argument began while they traveled down the road. As the vehicle turned onto Crockett Dr, the female victim continued to argue and fight with Mr Jones and threatened to jump out of the vehicle.
Eventually, the female did jump out of the vehicle, prompting the first responder response. At the time of the investigation, the female was suspected of having a broken arm.
Given the indications of intoxication, Corporal Kris Salazar conducted a DWI investigation and eventually arrested Mr Jones for the offense of Intoxicated Assault w/a Vehicle. Mr Jones was later transported to the Brown County Jail after a sample of his blood was submitted for evidence.
