The Brownwood Police Department issued the following press release Thursday morning:
On Thursday, July 14 at approximately 12:05 a.m., the Communications Division at the Brownwood Law Enforcement Center began receiving 911 calls of shots being fired in the 2700 block of Elizabeth Drive. Several callers reported a male being shot.
When officers arrived on scene, they were directed to the front yard of a residence where they observed two females tending to a Hispanic male who appeared to have suffered a gunshot wound. CPR began until the officers were relieved by medical personnel from the Brownwood Fire Department and Lifeguard Ambulance Service. The male was transported to Hendrick Medical Center-Brownwood in critical condition.
The victim was identified as 34-year-old Ivan Sergio Garcia-Rincon of Brownwood. Lifesaving measures continued inside the ER but were unsuccessful and Rincon was pronounced deceased.
Brownwood police officers began investigating the incident and contacted the Criminal Investigations Division for further support.
It is believed that in the late evening hours, the suspect 28-year-old Jose Alfonso Portillo of Brady, arrived at the residence and was speaking with a female. An argument began between himself and Rincon when Rincon exited the residence. As Rincon ran towards the vehicle that Portillo was sitting in, Rincon was shot. Several shots were fired before Portillo left the scene.
As officers were arriving on scene and assisting with medical care, Portillo returned and was ultimately discovered by police, sitting inside his vehicle at the end of the street. Portillo was detained by police and later interviewed.
Portillo was ultimately arrested at approximately 2 a.m. and transported to the Brownwood Law Enforcement Center where he was charged with Murder.
