During Tuesday morning’s meeting, the Brownwood City Council unanimously approved an amendment to the Chapter 380 agreement with Brownwood Hotel Partners, LP to extend the project commencement date by six months.
Brownwood Hotel Partners, LP is the development group building the Home2 Suites behind Studebaker’s on East Commerce.
The economic development/Chapter 380 agreement was executed on February 22, 2021. The agreement called for construction of the Hotel to commence within 12 months after the effective date. The start of the project has been delayed, but the developer is getting close to closing their loan and are looking to start construction in the next two months. Brownwood Hotel Partners, LP is asking for additional time to begin construction under the agreement.
The BMDD board approved this action at their April 19 board meeting.
Also Tuesday, the City Council unanimously awarded a bid of in the amount of $149,890 to Ace Golf Netting to install 2,600 feet of litter fence at the Landfill.
Ace Golf Netting, based out of Austin, was one of four bids received. West Coast Netting’s bid was $349,700, and Empire Fence & Netting’s bid was $389,650, and both are out of state companies.
Net Connections submitted the lowest bid of $128,245 but the bid did not comply with bid specs, therefore it was rejected.
Ace Golf Netting also received the highest score because they complied with all aspects of the RFP (Request for Proposal), therefore, making them the best value.
The original tax note amount for the litter fence was $175,000, but $55,928 was spent on moving the power lines leaving $119,072 available for the fence cost.
Accepting the bid of $149,890 will require moving $30,818 of unused funds from another project within the Tax Note to cover the overrun due to unanticipated cost increases.
Tax note funds still available include $5,725 from Landfill Scales, a completed project, and $105,438 from Fleet Fuel Pumps. The City is trying to acquire quotes for the awning.
Staff is recommending using the $5,725 from the Landfill scales and then cover the remaining $25,093 from the fuel pump project funds.
