BOARD OF TRUSTEES MEETING
January 10, 2022
The Brownwood ISD (BISD) Board of Trustees met for a regular session meeting on Monday,
January 10, 2022 at 6:30 p.m. The session was called to order by Board President, Michael Cloy,
who also led the invocation. Woodland Heights Elementary students, Weston Eldred, Hank
Smith, Lucy Smith, and Avery Mares led The Pledge of Allegiance.
STUDENT PERFORMANCE
Woodland Heights Elementary P.E. Coach, Jacob Stephenson directed students in a Drumfit Presentation. Students that performed included Hank Smith (Pre-K), Kaebri Keesee (Kindergarten), Ivee Sutton (Kindergarten), Weston Eldred (1st Grade), Drake Stephenson (1st Grade), Wyatt Stephenson (1st Grade), Lucy Smith (2nd Grade), Avery Mares (2nd Grade), Charlotte Myers (3rd Grade), Leander Martin (3rd Grade), and Liam Collins (3rd Grade).
INSTRUCTIONAL FOCUS
BISD Deputy Superintendent, Liesa Land provided an update regarding House Bill 3 goal
tracking in third grade reading and math. Progress is measured through student assessments at
the beginning, middle, and end of the year. BISD has met or exceeded goals in many of the
measured student groups. Reading results increased from last year, but didn’t quite make the
goal. Land noted that there is still some catching up to do as a result of COVID, but with 85 BISD
staff signed up for the 11-month Reading Academy training, the district is on track to continue
improvement.
RECOGNITIONS
The following groups and individuals were recognized by BISD and were presented with
certificates highlighting their achievements.
Tim Jacobs – BISD Board of Trustees Member
BISD Trustee, Tim Jacobs was recognized for his outstanding service and dedication to the Brownwood ISD Board of Trustees. Jacobs has served on the Board since 2009. He has announced his retirement from the Board and is resigning his seat.
BISD Board of Trustees – School Board Recognition Month
January is School Board Recognition Month, and Brownwood ISD joins the Texas Association of
School Boards and other districts across the state to honor the countless contributions of these
locally elected advocates for Texas schoolchildren and public schools. Students throughout the
district created gifts to show their appreciation to the Board and Brownwood Middle School
(BMS) Audio/Visual students presented a video they created interviewing each Board member.

SUPERINTENDENT’S REPORT
Dr. Young provided the Quarterly Financial Report, the Enrollment/Transfer Report, and the
following updates and information:
• Project Neighborhood is moving along with task forces and work on attendance
boundaries. A proposal to the Board is scheduled to be made in March. Additional
community meetings regarding the progress on Project Neighborhood are scheduled for
the following days:
o Tuesday, February 15, at Northwest Elementary – 5:30 p.m.
o Tuesday, February 22, at Woodland Heights Elementary – 5:30 p.m.
o Tuesday, March 1, at BISD Central Support Center – 6:30 p.m.
• COVID Update: Attendance is 87%. There are 63 staff members out with illness or other
unrelated issues. BISD will continue to have school as long as there are adequate staff
and substitutes to cover classes.
• Enrollment is up to 3450. The number of transfers into the district are 232.
• The first group of staff have completed the Reading Academy and 85 staff are scheduled
for the next 11-month Reading Academy training.
DISCUSSION & ACTION ITEMS
CONSIDER APPROVAL OF 2019-20 FINANCIAL AUDIT
The annual financial audit has been completed and John Manning from Pattillo, Brown, and Hill
Accounting Firm presented the BISD 2020-2021 audit to the school board. BISD received an
unmodified opinion from the firm, the highest level of assurance offered. BISD Trustee Eric
Evans moved that the audit be approved as presented. BISD Trustee Roderick Jones seconded
the motion. The motion was unanimously approved.
EXECUTIVE SESSION
The Board entered executive session at 7:44 p.m. to discuss personnel matters including
replacement for the Place 7 Board member, and the superintendent contract. The Board exited
the executive session at 8:56 p.m. and returned to regular session.

Those interested in the BISD Board of Trustees Place 7 seat may contact the BISD Central
Support Center for application information. The deadline to apply is January 28.
CONSIDER APPROVAL OF SUPERINTENDENT’S CONTRACT
Trustee Evans made a motion to extend an employment contract to Dr. Joe Young as
Superintendent of Schools from January 11, 2022 to January 11, 2027. Trustee Jones seconded
the motion. The motion passed unanimously.

The following items were listed for consideration on the Consent Agenda.

Trustee Doremus moved that the Consent Agenda be approved as presented, with Trustee
Thompson seconding the motion. The motion passed unanimously.
