The Brownwood City Council met Tuesday morning, January 11. Mayor Pro-Tem Draco Miller presided over the meeting.
The Council passed a Resolution authorizing the City to seek competitive sealed proposals for the Event Center Project. BRW Architects has completed the design and development of the City’s new multi-purpose Event Center and the City is now ready to seek proposals for the construction phase of the project. The proposals will be opened on February 15th. Council may award a proposal on February 22nd.
The Council held a public hearing then passed an Ordinance on first reading closing an undeveloped roadway located in the Thurman Cole Subdivision Plat near 1033 West Commerce.
The Council held a public hearing then passed an Ordinance on first reading closing an undeveloped alley located in the Rankin Addition, between Main Street and Booker Street.
The Council approved accepting a donation from the Stephen and Mary Birch Foundation and the Food Plaza in Brownwood to be used for the purchase of Fire Department Equipment. A donation of $10,000 was received from the Birch Foundation while a donation of $1,000 was received from Food Plaza in Brownwood.
The Council passed on first reading an amendment to Ordinance 84-64 referring to prohibited parking between the hours of 10:00 pm to 6:00 am in Brownwood’s Downtown Historic District. To alleviate some of the parking issues in the downtown area, staff request the No Parking Ordinance 84-64 be amended to change the enforcement hours to read between the hours of 2:00 am and 6:00 am with exceptions amended to read “Vehicles belonging to residents, merchants, business persons and their respective employees residing within said designated zone or respective employees performing duties related to their employment or conducting business for themselves or on behalf of their respective employees provided.”
The Council passed an Ordinance on second and third/final reading updating the terms and boundaries of Brownwood Industrial District Number 1.
The Council passed an Ordinance on second and third/final reading adopting a revised plan redistricting the City’s Council Member Wards.
The Council passed a Resolution supporting the Brown County Elections Administration for a countywide polling place program. This means that instead of requiring voters to vote at their precinct polling locations, countywide polling allows all registered voters in Brownwood the option of voting at any of the City’s polling locations on election day.
The Council passed a Resolution re-adopting the City of Brownwood Investment Policy.
The Council approved re-appointment of two-year terms to the Airport Board for Brad Locker who has served since 1992, for Carter Sharpe who has served since 1996 and for Sam Stewardson who has served since 2011. The Council appointed for the first time John Robinson who fills the unexpired term (12/31/22) of Gene Bannister.
The Council went into Executive Session at 9:39 am and returned to Open Session at 9:56 am and acted to ratify the City Manager’s authorization for Police Chief Edward Kading to reside at a location less than 2.5 miles outside the City Limits.
