EXAMPLES OF ACCOMPLISHMENTS SINCE ASSUMING OFFICE
Judge Lilly created the position of Grants Coordinator, which has since 01/01/2019 secured the following:
■ Approximately $489,485.71 in local and
state grants
■ Approximately $8,051,238 in Federal Emergency COVID and ARP funding
Additionally, the following has also been accomplished
■ Created a live streaming system where anyone can observe the Commissioners Court meetings live as they occur
■ Reorganized and professionalized the Office of Emergency Management
■ Created a Volunteer Chaplain Emergency Response Team for disasters and critical incidents
LAW ENFORCEMENT SERVICE
In 1995 then Chief Lilly began a career as a “Reform/Interim Chief of Police” and/or a Consultant for various Texas cities. His duties
included the rebuilding of their troubled police agencies and fighting rising crime rates within their jurisdictions. Chief Lilly has aided both
large and small cities alike, ranging in size from Dallas, Austin, and Fort Worth, to smaller cities with fewer than 10,000 populations such
as Caldwell and Luling, Texas. Chief Lilly was inundated with requests for him to come and achieve similar results and several cities
within the state. Soon Chief Lilly became known as a “Reform Chief”, which is one who aids and leads agencies with the restoration
and/or improvements of the public’s faith and trust and with the investigation of internal administrative and criminal violations. To date,
due to his high level of success, Chief Lilly has been called upon to aid more than fifteen (15) governmental agencies with these and
other efforts and has served as a Reform Chief is six municipalities, all of which achieved great success.
In 2009 Dr. Lilly was also selected to serve as a Special Deputy United States Marshal serving at the 2009 Inauguration of the President
of the United States in Washington DC. Dr. Lilly has also served as a contract Special Investigator for the United States Postal Service
(2003-2005) and as a contacted Police Training Specialist for the United States Dept. of State and Dept. of Justice (ICITAP Program)
serving in Bosnia-Herzegovina where he taught and assisted federal and state police general policing and leadership following the
collapse of the former U.S.S.R. and the Bosnian War.
