Wednesday, September 17
*10:39 PM – A Brownwood Police officer was flagged down by a woman on a Moped at Old Coleman Road and Coleman Street. According to the report, the woman, identified as 53-year-old Luella Gipson-Torres, told the officer that she believed someone had tampered with her Moped while it was parked at the Ron Jackson Juvenile facility and stated that the steering mechanism was not able to turn left or right. The officer offered to have a tow truck transport the vehicle and Gipson-Torres refused, stating she would just ride it home, the report states. Gipson-Torres attempted to ride the Moped down Coleman Road, but was not able to get to a safe speed, causing traffic to back up and subsequently, the officer made a traffic stop in the 800 block of Coleman Road, according to the officer’s report. Gipson-Torres refused to show the officer her identification and then rode off again, the report states. The officer followed, with emergency lights sirens activated, and used the loud speaker of the vehicle to tell her to pull over; however, Gipson-Torres proceeded and yelled, “Leave me alone” and “go around,” before finally pulling over and coming to a stop, according to the report. A second officer arrived and held the handlebars so that she would not ride away again, the report states. Gipson-Torres allegedly struck one of the officers in the face and was taken to the ground, also striking the other officer in the face, and was subsequently arrested, according to the report. Gipson-Torres was charged with two counts assault public servant, evade arrest with vehicle, failure to identify, and resisting arrest, search or transport. She continued to be noncompliant while being booked into the Brown County Jail, the officer reported.
*10:44 PM – Brownwood Police arrested 19-year-old Blayne Scott Craig of Brownwood on an outstanding warrant for theft equal or greater than $50 less than $500. According to the report, at the jail, a baggie of marijuana was found inside Craig’s boot and he was additionally charged with possession of marijuana less than 2 ounces.
*11:35 PM –Brownwood Police were called to the 1700 block of Stewart Street regarding criminal mischief. According to the report, the complainant stated that an unknown subject stabbed his tire with an unknown cutting instrument. An investigation is ongoing, the report states.
*Texas Department of Public Safety arrested 29-year-old David Anthony Capuchino and 35-year-old Alejandro Mata of Houston for operate without license private investigator/security agency according to Brown County Jail records.
*Brownwood Police arrested 29-year-old Donald Gene Gilbert of Brownwood for ride not secure and violate promise to appear.
*25-year-old Roy Matthew Pannell of Brownwood turned himself in on a warrant related to driving while intoxicated.
*Brown County Sheriff’s Office arrested Joe Robert Robles of Brownwood for manufacture delivery of a controlled substance penalty group 1 equal or greater than 4 grams less than 200 grams and unlawful carrying weapon along with a Bexar County warrant related to contempt.
Thursday, September 18
*1:30 AM – Brownwood Police were called to the 300 block of Bluffview Drive regarding an alleged sexual assault. According to the report, a complainant stated that a man had sexually assaulted her; however, the report was determined not to be a sexual assault rather an assault by contact and an investigation is ongoing.
