My name is L. K. (Pierre) Osbourn, and I am running for reelection to the Board of Directors of the Brown County Water Improvement District #1. I was born and raised in Llano County and my wife of nearly 40 years, Patricia, was born and raised in San Saba County. We have two grown children and four grandchildren living in Brown County. I hold both Bachelors of Science and Masters of Science degrees from Texas A & M University. Patricia and I moved to Brownwood 37 years ago where we have been actively involved in church, civil and community affairs. We are both members of the Austin Avenue Church of Christ where I served as deacon for many years. I have served on several other boards and foundations in the community.
I have worked as a Financial Advisor for Edward Jones Investments for nearly 34 years. As a leading financial service firm, my years of experience as a financial advisor have taught me a lot about financial matters. This experience has given me valuable knowledge that helps me as a board member of BCWID #1.
It has been my privilege to serve on the Board of Directors of the BCWID #1 for the last 6 years and I am asking for your support for reelection to that board position. I have gained a great deal of knowledge about the operations of the district and the rules and regulations that affect water in the state of Texas during that tenure.
I believe the BCWID #1 is very well managed. The district general manager, Dennis Spinks, does an excellent job and the district is fortunate to have dedicated hard working employees. I further believe the BCWID #1’s management and board of directors has put in place the measures necessary to conserve our precious water resources and to deal as best we can with the situation of the unprecedented drought of 2011, has and continues to cause. In the short run, we all need to conserve as much water as possible and pray for rain. Concerning the longer term, the board and management of the district is looking into the possibility of developing groundwater as an additional supply of raw water for the district to treat and distribute to its customers. These effects are ongoing and in the early stages. Last year’s historical drought, heat and resultant low lake levels in Brown County and all of Texas has sharpened all our citizens’ focus on the importance of a safe, dependable supply of precious water.
During this campaign for the Board of Directors positions, several issues have arisen that many of the citizens of the county may have questions or concerns about. I believe the district’s general manager and the board of directors are open-minded and receptive to any citizen’s questions, concerns and complaints.
It is important that all the voters know all the facts concerning the issues that are before us. The district’s general manager, Dennis Spinks, wrote an excellent article that was published on Brownwood News.com and in Thursday, May 3rd’s edition of the Brownwood Bulletin that was very comprehensive in discussing the facts and details concerning these issues. I would encourage all the voters to read that article and you will be much better informed about these issues.
I continue to believe the district is well managed and is responsive to the concerns and issues of the citizens of Brown County which it serves.
