According to Brownwood Police reports Saturday evening, around 7:51pm, Officer Brandon Arnold was on patrol and witnessed two multicolored street motorcycles racing through the intersection of Avenue K and 10th Street.
The officer stated in the report that both motorcycles were travelling through the intersection at a high rate of speed. From his training and experience, the officer believed they were moving at about 50-60mph. Further noted in the report the motorcycles made a quick left, on 13th Street without using their turn signals and quickly accelerating through the 1900 block of 13th Street.
The report stated that Officer Arnold caught up with the motorcycles and activated his emergency lights in efforts to get the subjects to pull over. One driver, identified as 24-year-old Jason Morgan of Brownwood, stopped in a driveway in the 2100 block of 13th, while the other continued on for another 50 yards or so according to the report. It was noted in the report that the first driver was told to stay put while the officer made contact with the other motorcycle. As the officer approached the second motorcyclist, the suspect looked at him and then quickly accelerated away, travelling south, then turning left onto Avenue N, then into an alley between 12th St and 13th St. as documented in the report. This second motorcyclist finally pulled over in an alley in the 2100 block between 12th and 13th Streets where he was then identified as 26-year old Desi Ramon Lujan, also of Brownwood as the report stated.
Due to the fact that both Morgan and Lujan were racing through residential streets, both were arrested for Racing. Lujan was also placed under arrest for Evading Arrest/Detention Using a Motor Vehicle as noted in the report.
In an unrelated incident, Sunday at 03:29am, Officers Sky Self and Brandon Arnold were dispatched to the 3800 block of 2nd Street where reportedly people were being loud and unruly, and breaking beer bottles at a large party.
As officers approached the residence, they noted the party was actually coming from a small building in the back of the house. The police report further stated that three young men who appeared to be under the age of 21, possibly teenagers, exited the building and were showing signs of intoxication. Upon entering the building, officers observed about a dozen other people at the party. The entire building was covered with a huge amount of unopened and opened beer cans scattered about the whole building the police report indicates.
The report states that officers knocked on the front door and a surprised man, later identified as 23-year-old Carlos Martinez, rushed up to the door and locked it. Officers heard party goers scurrying about and panicking, and one person was heard saying he was going to crawl out the window to get away according to the police report. While waiting to obtain entry to the residence, several other confirmed underage teens also came to the location to join the party with the others, and were unaware of the officers’ presence the report states.
The officers called Officer Art Shannon to come to the scene for options, possibly to help obtain a search warrant to enter the residence. The police report states that for some reason when Officer Shannon knocked on the door, Martinez opened it. At that time, everyone inside came out to be identified. After identifying all the subjects at the party, officers confirmed that several teenagers, some as young as 15 were present and intoxicated. It was also confirmed that Martinez was the owner of the residence and was responsible for the home, including the alcohol inside according to the police report.
After photographing the scene, Officer Self arrested Martinez and charged him for Making Alcohol Available to Minors.
